Engineering and Construction Program Manager at Headquarters United States Air Forces Europe (HQ USAFE), Ramstein Air Base Germany 1980-1995 Directed design and construction of Public Works, Housing, Medical, Industrial, Airfield and Community Support facility projects for US Air Force Military Communities in Central and Southern Europe. Included communities ranging in population from 1000 to 50,000. Involved in indirect contracting through foreign governments as well as direct contracting with contractors. Provided oversight when the Corps of Engineers was selected to be the design and construction agent. Assumed the role of agent when the Air Force acted as its own agent. Participated as voting member on Corps of Engineers and Air Force A-E and Construction Contractor selection and contract award boards. Developed guidance to implement a new design management process that reduced design cost by 20% while compressing design schedules. Orchestrated a quality contracting process based on negotiated procurement procedures for projects in Turkey that resulted in construction of quality facilities on time, within budget and with fewer change orders by hiring contractors based on their demonstrated ability to provide a quality package rather than by low bid. As a result of participation in various engineering and construction conferences and seminars a significant portion of these project execution procedures were written into Air Force publications and adopted for use by foreign government construction agencies. Electrical Engineer at Directorate of Engineering and Housing, US Army 21st Support Command, Kaiserslautern Germany. 1979-1980 Served as Chief of the Electrical Section, Utilities Branch of the Facility Engineer Division. Responsible for assuring proper performance of electrical systems and implementing related Energy Conservation programs at Army communities throughout northern and southwestern Germany. Included communities ranging in population from 1000 to 20,000. Provided technical assistance on procurement of electric power from German utility companies. Reviewed plans and specifications for facility projects and supervised two Electrical Engineers and one Electrical Technician who were involved in this effort. Provided staff and technical assistance to community engineers involved in operation, maintenance and construction of electrical systems. Electrical Engineer, Engineering and Construction Division of Base Civil Engineering at Reese Air Force Base Texas 1976-1979 Directed design and construction of projects to provide new and maintain existing interior and exterior electrical systems. Included in-house designs as well as those done by A-E firms under contract with the Air Force and the Corps of Engineers. Participated in A-E and construction contractor selection and contract award boards. Other duties included Utility, Corrosion and protective Coatings Engineer. Implemented a corrosion control program that included a leak survey and detailed mapping of underground water and gas systems. The survey resulted in a significant savings in energy and increased safety through identification and repair of numerous leaks in both systems. Involved in contracting for Electric, Gas and Water supplies with private utility companies. Provided technical assistance to personnel responsible for operation and maintenance of Electrical, Gas and Water Systems.
